What it requires
1.1.1 of Regulation (EU) 2023/1230 requires: the requirements also apply to partly completed machinery insofar as they are relevant; the principles of safety integration (1.1.2) always apply. It has changed compared with Directive 2006/42/EC and applies to machinery placed on the market from 20 January 2027.
What changes compared with Directive 2006/42/EC
Reworded: the definitions move to Part A and 1.1.1 now governs applicability to partly completed machinery.
What the instruction manual must reflect
For partly completed machinery: assembly instructions and declaration of incorporation; which requirements have been met.

The obligations laid down by the essential health and safety requirements are applicable to partly completed machinery insofar as those requirements are relevant. The relevant requirements in relation to partly completed machinery do not cover the requirements that can only be fulfilled at the time of the incorporation of the partly completed machinery. However, the principles of safety integration established in section 1.1.2 are applicable in all cases.
